NOC checklist

Required only for certain fields, destinations, or situations — check which apply to you.

1. Step 1. Receive your unconditional offer letter≈ varies by university

   MoEST will not process an NOC on a conditional offer. You need a confirmed, unconditional admission letter from the institution. If you have offers from multiple universities, decide which one to use before applying — you can only submit one application per country per academic level.

2. Step 2. Gather and scan all documents≈ 1–3 days

   Collect citizenship (both sides), passport main page, admission letter, transcripts, and proof of funds. Scan everything in colour at 300 DPI. Each file must be JPEG or PDF and under 2 MB. If your name differs between documents, get a name verification letter from your ward office first.

3. Step 3. Register on the NOC portal≈ 10 minutes

   Go to noc.moest.gov.np, create an account with your email and phone number, and verify via OTP. Keep your login credentials — you will need them to check status and download the final NOC.

4. Step 4. Fill the application form exactly as on your documents≈ 30–60 minutes

   Enter personal details, education history, destination country, institution name, course, academic level, and intake date — all exactly as they appear on your citizenship and offer letter. Any mismatch causes automatic rejection and resets your place in the queue.

5. Step 5. Upload documents and pay NPR 2,000 online≈ 30 minutes

   Upload each document into the correct section. Pay the NPR 2,000 fee using ConnectIPS, eSewa, Khalti, Nepal Investment Mega Bank, or the RIMS gateway. Cash payments and bank vouchers are no longer the standard method — use digital payment. Save the payment receipt.

6. Step 6. Wait for MoEST verification≈ 1–7 working days

   MoEST staff review your application. TU, KU, and NEB graduates: transcripts are auto-verified via API — expect 1–3 working days. All other applicants: 3–7 working days normally, up to 2 weeks during peak seasons (March–May, September–November). If a document is missing, MoEST emails you — respond within 7 days or the application is closed.

7. Step 7. Download your NOC (digital — no physical pickup needed)≈ same day as approval

   Once approved, log in to noc.moest.gov.np and download the NOC PDF. The certificate includes a QR code for digital verification by banks, immigration, and Nepal embassies. Print at least 3 copies. You will need the NOC for your NRB forex application and for the visa interview at the foreign embassy. No visit to Sanothimi or Bhaktapur is required.

8. Step 8. Optional: check status via the Nagarik App≈ ongoing

   As of April 2026, the Nagarik App (Government of Nepal) is integrating NOC issuance and status tracking. Once fully live, you will be able to monitor your application and download the certificate from the app without logging into the portal separately. Until the feature is confirmed live, use the portal for all NOC work.
