Completed NOC application form

Available from the noc.moest.gov.np portal (online) or at MoEST, Sanothimi, Bhaktapur (offline).

Admission/offer letter from the foreign university

Must be the original or a university-issued PDF. Confirms you have been accepted into a specific program at a specific institution.

Valid passport (original + photocopy of the details page)

Validity should extend at least 6 months beyond your intended travel date.

Academic transcripts and certificates (all completed levels)

SLC/SEE, NEB +2, bachelors, masters — whatever applies. Verified by the relevant board or university.

Proof of funds / financial source

Bank statement, scholarship letter, loan sanction letter, or sponsor affidavit showing you can pay tuition and living costs.

2 passport-size photographs

Standard passport format, taken in the last 6 months.

Citizenship certificate (original + photocopy)

Required by MoEST to verify Nepali citizenship.

Step 1. Receive your admission offer≈ varies
You cannot apply for NOC without a real offer letter from the university. If you have multiple offers, decide which one you will use for the NOC application.
Step 2. Gather all required documents≈ 1-3 days
Collect passport, citizenship, transcripts, and proof of funds. Make photocopies of everything. Missing a single document is the #1 cause of NOC delays.
Step 3. Create an account on the NOC portal≈ 10 minutes
Go to https://noc.moest.gov.np and sign up with your email and phone number. Keep your password safe — you will need it for status checks.
Step 4. Fill the online application form≈ 30-60 minutes
Enter your personal details, educational history, and destination university. Double-check every field — corrections after submission take longer than a fresh application.
Step 5. Upload scanned documents and submit≈ 30 minutes
Scan each document in colour at 300 DPI. Upload in the exact sections requested. Pay the NPR 2,000 fee online or at an authorised bank.
Step 6. Wait for verification≈ 3-10 working days
MoEST staff review your application and documents. If something is missing, you will receive an email asking for clarification.
Step 7. Collect your NOC≈ same day as approval
Once approved, download the NOC PDF from the portal. Print multiple copies — you will need them for NRB forex approval and for the foreign embassy visa interview.
